Foley attended Jasper High School in Indiana. He was a three time letter winner, and was selected to the All-State Team as a junior and as a senior. He finished his senior season with a 1.55 ERA over 54 innings of work with 86 strikeouts. He chose to join Indiana following his high school career.
As a freshman with Indiana, Foley pitched out of the bullpen, making 20 appearances on the year. He finished with a 3.72 ERA with 42 strikeouts and 21 walks in 29.0 innings pitched. He allowed an opposing batting average of just .163, and tallied 3 saves.
This season as a sophomore, Foley has taken a role as a starter, and has scouts intrigued to see what he can do in said role. He is expected to continue his success and climb draft boards as a draft-eligible sophomore.
